Governor’s Response and Recovery Fund (GRRF)

The Governor’s Response and Recovery Fund (GRRF) is a State of Tennessee grant that the Cocke County Long-Term Recovery Group applied for and received in 2025 to help address flood-related recovery needs after Hurricane Helene. The funding allows us to complete essential recovery work, with priority given to projects that make home repair or rebuilding possible, while also supporting land stabilization, driveway repairs, and other site work when flood damage directly limits safe or practical use of a property. This includes work near homes, access points, drainage areas, and land used for daily living or livelihood. While GRRF does not cover riverbank restoration, it has been an important tool for restoring safety, access, and functional use of flood-impacted properties across the county.
